“The Department approved an exception to expend the $95 million of FMF recently reprogrammed to Lebanon. We are working with our DoD colleagues to move forward with the implementation of these funds,” a State Department Spokesperson told Breaking Defense Tuesday.
Foreign Military Financing is one of the pots of money caught up in the State Department's current hold on foreign assistance.
Romania becomes the second country to receive money under a new authority granted to the State Department.
“This is really designed to support the modernization of Filipino forces and Coast Guard as they transition to focus on external defense,” said US Secretary of State Antony Blinken.
Warsaw "has a list of things they want to achieve" with the cash infusion, a State Department official told Breaking Defense ahead of a forthcoming formal announcement.
"At [a] time when some of our adversaries aim to undermine our ties with our greatest ally, we only further strengthen our alliance,” Israel’s Minister of Defense Yoav Gallant said of signing the $3 billion deal.
If the US cuts aid, Egyptian authorities may have to either attempt to assuage the human rights concerns — or look elsewhere for some or all of the $1.3 billion in annual military funding it currently receives from Washington.
Unlike traditional FMF dollars, which work as grants handed to nations to fund the purchases, this loan does come with interest that will have to be paid back to the US government.
$55 million would be bound for Taiwan and $30 million for Lebanon.
The main concern is that the right-wing government will cause a break in relations with the US that could impact Washington’s willingness to approve Israel’s annual foreign military financing (FMF) budget, money that the US gives to Israel to spend on American-made defense goods.
By the time President Joe Biden arrives, Foreign Minister Yair Lapid will be serving as prime minister, with an election looming in the background of the discussions.

Assistance programs can be better tailored to their objectives when State shares directive authority and decision-making power with the entity most relevant to each program’s purpose. For example, when the objective is military capacity-building, the Defense Department should be an equal partner; when the goal is justice system reform, the Department of Justice should be a full partner.
